Water management in the U.S. is complicated and stymied by a hodge-podge of regulatory laws and regulations that independently address specific uses of water. Thus, for example we manage drinking water differently than wastewater, reclaimed water, stormwater, groundwater, industrial and agricultural water, and surface water. Management is further impacted by multiple layers of regulation at the local, state, and federal levels. However, new technologies, increased water demand, finite supplies, and earlier snowmelt offer compelling opportunities and challenges to manage water in all its forms.
